with Terminals for 15 years in a financial capacity and 15 months as CEO.

Terminals are
owned by a group of Shareholders that have shown a strong focus on safety and
a long term outlook in pursuit of long term growth.

come together for this acquisition but are known to each other. Our
shareholders represent large Superannuation funds that also have a long term perspective.

Yes –
the company has external debt at a general 60/40 debt/equity mix. External
debt supports the business and expansion opportunities together with capital
from shareholders.

principles that companies have to follow.

Terminals are
not listed with ASX. We have 8 Directors and Corporate Governance
protocols. Financials are externally audited on a yearly basis.
Regulatory external auditing throughout the year for Safety Regulations.

pleased to see maintenance system now on line. Will there eventually be
manuals that are on line and available via mobile phones?

New Integrum
system will have the ability for individuals to access. Procedures will
be another module to that system or similar.

Operators can
access procedures.

operators report an incident? Can they access via phone/tablets?

“Buddy” trained. Every valve on plant is numbered. Assets identified

first, we will not compromise safety for profit.

In the past
Terminals had some very good managers and it concerned me greatly when they
were no longer working with the company.

Terminals
existing management are very competent and have the experience necessary to
manage and operate the facilities safely and efficiently. Terminals is
currently looking to engage a COO, to bring additional operational experience
to company.

Your
overheads can we put them on the CICCC website?

|
David to
review overheads as to suitability of his overheads to be put on the CICCC
website. A one page of highlights was suggested, although such a format
would potentially require the deletion of a good bit of the presentation.

fresh air to the management of the company. We are excited at the
general dynamics of the company.

board. Safety is front of mind focus.

Solar Panels
– Budget has been approved based on original pricing. We will now
go out to the market place and acquire more quotes.

At a previous
CICCC meeting, the MFB representative drew attention to the safety issues for
Emergency Officers resulting from putting solar panels on roofs as it adds an
additional hazard for firefighters. Has that concern been resolved?

Solar panels
are out in residences and industries everywhere now so the MFB will have strategies
in placed to deal with it.

probably came from lack of knowledge I would imagine.

I have a
concern about the storage batteries catching fire. (Note from Chair: storage
batteries are not part of the present proposal.)

Annual Report
2013 -2014.
Terminals
have provided Robin with both reports (2013-14 and 2014-15) and Robin has
made suggested several minor changes. Once complete Robin will then put
on website.

MARIBYRNONG CITY COUNCIL
|

Not much to report
|
|
In terms of representation at this
committee I will be undertaking relationship building. We have an
exercise coming up soon involving training of staff in Emergency Management
preparedness, relief and recovery arrangements.
|
|
North West Metro collaboration
– 14 councils in the North West working together, training and understanding
the aims of the system. Task is to get Emergency Management Plan up to
speed so we can meet the needs of the community and stakeholders. I
will send the document to you once it is finished.
|

Do you have any affiliations with
road transport and haulage? Is it possible to use more rail to lessen
the amount of trucks?
|

No I do not have any affiliation with
contractors. Not much influence at all in that direction.

Rail transport would be inefficient
for local transport.

There isn’t room to duplicate the
rail.

The rail issue would seem to apply
more to the transport of containers, than the relatively minor movements from
Terminals Pty Ltd..

Incidents are all Severity 1’s.
|
|
M/16/04 – D.P. Cell cross check identified 10 tanks over ±200mm
span.
The present DP Cells are 25 years
old. One has been replaced to date, another one is to be replaced next
week.
|

What was the cross check screen?
Relayed reading and manual dipping? Needs more explanation.

The D.P. Cells we have been looking
at are radar to replace the current D.P. Cells.
|
|
M/16/05 – Tank 32 pump running when operators went to open tanks
and start tanker loading.
Remove / isolate redundant stop /
start switch.
|
|
M/16/06 – During Muster Alarm Test 2 people on site failed to
muster.
Conduct a sound test to identify dead
areas of site. Toolbox graded operators as to awareness of team members
work locations. Provide radios to all contractors whilst working on site.
|
|
M/16/07 – D.P. Cell cross check found one tank outside ±200mm
range.
Same actions as for M/16/04.
|
|
M/16/08 – A tallow road tanker was being unloaded into Tank 51.
Trailer “A” had been unloaded and the operator had started to unload trailer
“B” when he noticed product leaking from the top combing drain lines at the
rear of the tanker.
At the meeting further advice was
provided: the separate tanks on the tanker each have an outlet valve to the
main outlet line. As the tanks were positioned so there was an overall slope
between them, product from the highest tank gravitated to the lower tanks,
leading to overfill discharge.
Retains operators on correct
procedure and ensure competent. Rewrite truck unloading procedure to
accurately reflect unloading operation.
Only 5 litres spilt on the ground,
product being Tallow. Change of procedure only open 1 manifold at a
time.

Air Emissions Summary
|
|
Stack A & B- report completed
recently, it takes 5 weeks for reports to be finalized.
Stack B – Due to be monitored
next weekend.
Stack A – Due to be monitored
within the next month.
|

It is terrific that all incidents are
graded “1”. As a preamble to incidents could we have included in the
next report what class of incidents they are? Potential Insurance
Claim, Injury, Dangerous / Unusual Occurrence, etc. Also number of
litres spilt whenever there is a spill.

Regulations with regards to proximity
of MHFs to sensitive land uses should protect us but they don’t.

As long as we operator within the
regulations it does not affect us.

EPA Request
|
Robin
|
I picked up request from EPA Quantum
Market Research regarding satisfaction with EPA. When I looked into the
questionnaire on line there were questions that did not have enough answers
to choose from selection provided. There was no going back to reflect
as wanted your first unabashed answers.
|

|
Terminals received one as well.
I think they have come at you from the wrong angle. It is more from a
“working with the EPA” view.
Could I ask that if you get those in
the future could you pass them on to myself? Bounce them off me first
before you reply.

|
Agreed. In this particular case the
questionnaire was so detailed it didn’t seem particularly relevant to my
experience with EPA. In view of my own difficulties with the questionnaire, I
did not complete it or forward it to the consultants.
