 ITEM 1.      WELCOME BY
THE CHAIR, APOLOGIES & CONFIRMATION OF DRAFT           AGENDA

Robin

Apologies
– Bro Sheffield-Brotherton, Gary O’Sullivan,

Deborah
McFarlane, Ian Thomas, EPA

Draft Agenda – confirmed

ITEM 2.       CONFIRM
DRAFT MINUTES FOR THE MEETING 4th FEBRUARY, 2014 REVIEW ACTION ITEM
LIST

Draft Minutes of the 4th February, 2014 adopted.

Outstanding Action Items

10/2013/2

Carlo to revise the additional
principles upon which Terminals policies are founded for George’s approval
and adoption.

Carlo

Due to the
processes involved with the sale of the business I have not had the
opportunity to address the action.  I would like to have the matter
deferred pending what happens regarding the sale.

Robin

We will defer the item, pending the sale.

10/2013/4

Carlo to review
the greenhouse table in the report and see if there is a way to reflect
throughput.

The Operations
Report presented by Carlo addresses this Action Item, and was accepted by the
Committee as a good way

Carlo

Terminals has
appointed a new Health & Safety Officer (HSO), Stephen Lewis, who has
worked previously with Quest.

ITEM 3.         PROGRESS
REPORT ON THE COMMUNITY GRANTS

Sue

We have received 2
applications for grants.

1.
Saltwater Childcare Centre – $720 For
gardening equipment

2.
Hyde Street Youth Band – $2,249 For music
stands

Not many responses
to the advertisements.

Faye

Word of mouth
might get out to others

Robin

For the future,
and to accurately reflect the scope of the CICCC as an advisory body,
newspaper advertisements should state:-

“Terminals Pty Ltd
has commenced its community grants program.  When applications are
received Terminals will seek comment and input from the CICCC”

The Committee
agreed to the suggested wording above, and recommended the two applications
to Terminals for its consideration..

ITEM
4.       DRAFT COMMITTEE GUIDELINES FOR
DISCUSSION AND ADOPTION

Theo

Guidelines are
good.

Robin

I would then send
this out to key agencies and ask for their comment and endorsement.

EPA standard
practice is to rank companies now to good and bad ones.  They attend those
that are doing badly, as a way of mnaging limited staff resources.

Carlo

Preamble, if agencies
stick to these guidelines their presentation would flow more freely.

Robin

The 3rd
paragraph states roughly what is in it for the agency.  Presentation
goes more smoothly, relevant and thoughtful, more productive, time
saving.

Theo

To assist first
time presenters or attendees.  Explain the process and remove the words
“first time”.

Faye

Remove “good”
practice guideline No. 2.  Those changes would soften the wording.

Robin

With those changes
does the committee adopt the guidelines for me to write to the authorities?

All

Agreed.

ACTION

On receipt of
Robins revised guidelines Theo will get endorsement from the City of
Maribyrnong.

ACTION

Robin to send
out a letter and guidelines to EPA, MFB, Worksafe, and PoMC.

ITEM 5.       REPORTS FROM AGENCIES AND
TERMINALS

CITY OF MARIBYRONG

Theo

Nothing in the
planning front.

Shelter In Place
communication to the community: I would like to use this group to vet the
current content of the leaflet.

The communication
was developed jointly with MFB.  We are trying to keep it localized and
distribute to every household.  I will distribute to the CICCC to get
your views.

Robin

At the Corio
meeting the CFA advised they had put out information regarding bush fires and
are also putting out a separate one for chemicals and adverse weather.

Theo

Commitment made
locally is to provide communications.

Faye

Just hearing you
talking about all the different information.  Have you considered doing
a combined one on “How to Manage Emergency Situations”?  Standardising
the information processes.

Theo

“Emergency Alert”
is a recognized standard run by the State Government.  Situational based
warnings – second stage now put in place.

Robin

The automatic SMS
has been extended to everyone within that area whether you live in area or
not.

Theo

I will send out
the Shelter-in-place brochure and get your feedback on it before we
distribute to the community.  Need to make it consistent across the
state, uniform chemical awareness.

ACTION

On receipt of
the brochure, Robin to email it to members for comment.

ENVIRONMENT PROTECTION AUTHORITY

Not in attendance.  General report provided to chair, and
forwarded to members..

TERMINALS PTY LTD

Carlo

Discussed imports
as opposed to exports.

Faye

How does Terminals
emissions compare to other industries?

Carlo

We are not a
producer.  We are using the combustor a lot more now which has had a big
impact on emissions.

Robin

I think the
overall upgrading and changes to the site, and to the products now being
stored, could be a good news story, reflecting a safer site.

Carlo

Co2 have
gone up but combustor being beneficial.

Michael

Greenhouse Gases
3,500 tonnes per year is a lot.

Robin

Use of combustor
has been expanded over the years.

Carlo

Carbon beds did
not remove the liquid waste.  We are way ahead of greenhouse gases
emissions.

Faye

Air Emissions
Summary Table – there is a carbon bed mentioned.

Carlo

Carbon beds are
still on our licence but are mostly static now, still used on occasion.

Then advised the
Committee of Peter La Rose’s illness.

Robin

I will write to
him and express our thoughts at this time.

ACTION

Robin to write
to letter to Peter La Rose
