Terminal Pty Ltd new format Environment Improvement Plan (EIP)

The previous EIP format has been a 3 or 4 year statement, including a list of improvements anticipated during the 3 or 4 year period of the EIP, and target dates for their implementation.

That format has been changed, to a framework document which identifies the key areas of likely environmental impact, and sets out strategies for the maintenance and improvement of environmental quality. The framework will be reviewed after 5 years.

An annual Environment Action Plan (EAP) will be prepared annually, listing all the environmental improvement activities for a single calendar year. The first new format EAP will be circulated before the 5 March 2019 meeting, and discussed at that meeting.

Replacement of DP Cells

Phil Jones, Terminals’ National Operations Manager, advised the Committee that the repair of the DP cells used for gauging the liquid levels in the tanks (including High level alarms, and High High level alarms) has been superseded by a decision to replace them with radar based instruments. A single radar instrument in a tank will provide continuous monitoring of the product level in a tank, and will trip alarms to indicate exceedances of High level (a level that is deemed the maximum for the particular product) and High High level (a level which, if exceeded, will cause an overflow of product from the tank).

A second independent system is employed for the High High level alarm, called a “tuning fork”, which generates an electrical charge that causes vibrations, setting off the alarm

14 tanks will be fitted with the radar instruments in the 2018 calendar year, and 16 more in 2019.

Solar Panel proposal review

The proposal by Terminals Pty Ltd for solar cells at the facility has been reviewed, and found to be inconsistent with the safety requirements for hazardous areas. The solar panels have the potential to cause a spark, which is unacceptable.
