CICCC Update—13 December 2007 Meeting

Audits and licence amendments at Coode Island

Terminals has had a busy time with a series of audits since the last CICCC meeting in September 2007.

WorkSafe conducted a three-day verification audit in early December, and a two-day LRQA audit. The WorkSafe Director, Peter Reinks, visited the site on 12th October 2007. Subsequently the WorkSafe Major Hazard Facility Licence was renewed for five years, with no conditions attached, reflecting the adequacy of Terminals’ procedures and operations.

EPA has issued a licence amendment to allow Terminals to burn specified wastes from its Coode Island operations in the combustors. An EPA approved auditor has completed the annual Emergency Management and Safety audit.

Terminals Coode Island Open Day

Terminals had an Open Day at Coode Island on 20 October 2007. In spite of paid newspaper advertisements, and the preparation of a Newsletter that was available prior to the Open Day, only a handful of local residents attended.

One possible explanation of the lack of interest shown by the public is that they do not see the Terminals’ facility as a threat to their health and safety. An alternative explanation might be that, with changing demographics, few residents are aware of the nature of activity on Coode Island.

The CICCC is seeking further details of the publicity given to the event prior to the Open Day.

Emergency communication

Victoria Police has advised the CICCC of the review of the ethyl acrylate spill on 15 September 2007 at DP World, and confirmed that action is required on the issue of public information processes. The CICCC welcomed this positive response from Victoria Police, and will follow up measures adopted to improve the situation.

Next meeting of the CICCC

The next meeting of the CICCC will be held on Thursday 7 February 2008 at the Maribyrnong Town Hall on the corner of Hyde and Napier Streets, Footscray at 6.30 pm.
