CICCC Update—12 March 2009 Meeting
Licence Limits
Terminals have commenced a review of the emission limits in its licence for Coode Island. The present licence limits are generally an order of magnitude greater than measured emissions for Carbon Monoxide, and 2 to 3 orders of magnitude greater than measured emissions for Nitrous Oxides, Sulphur Oxides and Volatile Organic Compounds (VOCs). New lower limits are sought by EPA, representing a balance between what is generally achievable, and what can still be met under high levels of activity at the terminal and in worst case atmospheric conditions. Terminals has undertaken to put forward a justified proposal prior to next meeting, and the proposal will be the subject of round table discussion at the June meeting of CICCC.
Combustor use for liquid wastes
Terminals has been in discussion with EPA concerning the use of the combustors for burning liquid wastes (usually water with a small percentage of hydrocarbons). EPA has asked for further analysis with the objective of improving greenhouse gas outcomes, and has suggested pre-heating of the liquid wastes. .
EPA Restructure
Quentin Cooke from EPA advised the Committee about the restructure of EPA. The old regional structure is gone, although the regional offices will continue to be used by EPA staff. Facilities such as Terminals Coode Island plant will be serviced through the Client Services Directorate. Each of Client Services Managers will have a number of clients.
The Statutory Facilitation Unit will have responsibility for licences and other applications, but not routine activities. Quentin Cooke will be part of that Unit, and will continue to have contact with the CICCC on statutory approval matters.
EPA is presently looking at how the myriad Consultative Committees can be supported, particularly whether they can be supported to the degree undertaken in the past. Quentin hoped that a client manager for Terminals Coode Island facility would be appointed soon, and Quentin anticipated that the new client manager would come to the next meeting, and Quentin would be present to introduce him to the CICCC.
Next meeting of the CICCC
The next meeting of the CICCC will be held on Thursday 18 June 2009 at the Maribyrnong Town Hall on the corner of Hyde and Napier Streets, Footscray at 6.30 pm. The meeting will focus on the issues of the licence limits and the new EIP 2009 – 2012. Any interested member of the community is welcome to attend the CICCC meetings. The dates for the remaining meetings in 2009 are 10 September and 10 December.
